One theory, espoused by a friend of mine, who is a lama (of some sort, I
forget the specifics)
and a scholar of Tibetan stuff, is that the blueness is a reference to the
blue tint of
psychedelic mushrooms when they are bruised - there are lots and lots of
references
like this in Buddhist / Tibetan art to psychedelics. He pretty much
convinced me.

But a blue skin???? That is a bit more literal than I would think would happen
Is it a definite blue or all in the eye of the tint-ee?
