did nothing to create the suffering - then I don't accrue any karma.   
If I make a judgement or take some sort of action as a result of  
hearing about what someone else did then I have accrued  
responsibility and karma.  It seems true that irresponsible behavior  
would most likely lead to karmic goo.  But you cannot behave  
irresponsibly if you were not responsible for your behavior in the  
first place.  "Karma follows responsibility" makes a lot of sense to  
me.
