Developing is another word for creating anew. 100% of us are developing ourselves / creating ourselves anew 100% of the time without exception. The difference is that some people are developing consciously ie. they are creating the reality they choose (at least part of the time) and the rest of the time we are creating our reality unconsciously.... all of our fears and wishes are brought to us. We cant help it, our very essence is creative.

So it seems its a choice.... delude yourself and react to events in your life or accept responsibility and become the centre of your universe and consciously create your wildest dreams.

Easier done than said.

  Yes, I agree with you. However, there are many people or should I say most
  people who are not developing their full potential. What % of society would
  you say is actively involved in developing themselves. Perhaps, 3%?
