As of at least the 4th edition of the DSM, (the Diagnostic and Statistical  
Manual) to which all psychologists and psychiatrists draw diagnoses, the term  
"Mental ILLNESS" is defunct, and replaced with the term "Mental Disorder", or  
more aptly described as "lack of functionality" or "disfunction". Further  
divisions of diagnostical disorders are divided into Developmental and  
Learned disorders, somatic disorders, drug induced disorders, personality  
disorders and neurological or organic disorders. The purpose of definition is  
to focus on remedy in order to increase function. Function in terms of  
"independant living" status, in other words, being able to care for oneself  
without assistance from others.
 
Basically, a person can be as nutty and eccentric and bizarre as they want if  
they are able to take care of themself without being a threat or creating  
harm to themself or other people. How other people respond to you may be an  
entirely different matter however. This fear-based response can be more about  
them then about you, as many people have an innate fear of insanity, and  
others can be finger pointing bigots, abusers and social darwinists in  
general.
 
I find that the real targets of these institutions are generally those who  
are isolated and lack family and social support systems, that do not have  
empathetic attachments to loved ones, and who also have a disabled victim  
posture or perception of themselves, or genuine emotional confusion and  
crisis.
 
I notice that I can display the most bizarre behavior, giggle and comment  
that I am going through a phase and no one seems much concerned among those  
who care about me. However, conducting myself in the same way among strangers  
means an entirely different set of responses from them.
