Only because the instruments we currently have are gross enough that they can  
only measure one or the other..... this does not necessarily imply that the  
particle does not have a where and a when simultaneously.... only that we  
cannot at this time, because of the cumbersomeness of our equipment, measure  
both at once.  The whole "uncertainty" principle is therefore an artificial  
construct built upon a shaky assumption.....
