If kundalini is defined as life energy and consciousness, then all psychic
phenomena is a result of it in some fashion, bearing in mind that a small
amount of this energy is always running through us or else we would be dead.
Psychic phenomena by definition cannot be a result of the inert energies and
products of matter which exist at the farthest end of the 'cosmic spectrum'
but only of the more subtle ones of which matter is a condensation.

"Kundalini - (lit. coiled up serpent) The word refers to the spiritual power
dormant in all living beings. When awakened through the practice of
spiritual disciplines, it rises through the spinal column, passes through
various centers, and at last reaches the brain, whereupon the yogi
experiences smandhi, or total absorption in the Godhead."

Yogi - One who practices yoga.

Yoga - Union of the individual soul and the Supreme Soul. The discipline by
which such union is effected. The Yoga system of philosophy, ascribed to
Patanjali, is one of the six systems of orthodox Hindu philosophy, and deals
with the realization of Truth through the control of the mind.

Through these basic definitions given by Swami Vivekananda, we can see that
the mind is the vehicle for consciousness, and through it, we realize Truth.
Truth implies non-truth, or illusion, which on the mental level is the
realization of the relativity of time-space, or which psychic phenomena is
the principle, and albeit, one could argue, the only genuine personal example
we have. However, even this is transcended into the Ultimate Truth and
experiences of consciousness of Divine Union.

I think that by looking at the definitions inherant in the yoga tradition, we
can see that psychic phenomena is a byproduct of some degree of kundalini
within us.
