Dear Shari,
Sorry for the delay. You can tell your friend that street crime isnt
bad...it's on the level of "mob operations" that things get hairy. As long as
he keeps his nose clean and uses common sense he has nothing to worry about.

Isn't crime a problem here in US, too? They don't have kids shooting
each other in schools for sure. LOL
I think the best approach to take is to make sure you don't drive
outside the city after sunset, especially a foreign plate care.
They have some pretty nasty gangs called "rackets".
You cannot use your credit cards too much or at all. Leave your
documents in the hotel's safe or room.
And make sure you disguise as much as possible you are a foreigner with
hard currency. Beware of pickpockets and gipsies, if any.
The people are poor but friendly in general.
Don't forget to try their sauerkraut cabbage rolls if you eat meat. LOL
And they have a huge museum there and nice orthodox chrces. It will take
you couple of days to see the museum but I wouldn't miss it if I have a
chance.
I've been there once in '91 or '92 by car and we had no problem at all.
