The chakras are pranic doorways so they do function in everyone to some 
degree.What Kundalini does is remove the body/mind barrier at the 
chakras in order that we 
can "know" experientially certain personal truths, not just "know" 
intellectually.
 
When this barrier is removed at the muladhara chakra we experience God. 
Not just 
have an intellectual understanding of God but truly know God.
 
When K removes the barrier at the Svadhistana chakra, we experience the 
individual self connected to another or others.  We recognise and know 
unification with another person when we are truly them and they are 
truly us and this becomes a knowing, not an intellectual understanding.
 
When the barrier is removed at the manipura chakra we find our rigid 
adherence 
to our particular views and ideas dissipating.  We receive new ideas and 
concepts 
with flexibility and let go of old modes of digesting information.  Our 
mental limitations 
are freed up and we experience greater expansion of ideas and thoughts.
 
When the barriers at anahata chakra are removed, we soak up emotional 
energy.  We  experience other's pain and joy in our body and we can 
release other peoples karma through our suffering of their pain. We 
"feel" other's personal experiences not just recognise them.
 
When the barriers at vishudda are removed we understand and know  the 
full  impact we have on others with our words and behaviour. Our words 
become Divine messages to others and God's tools for their growth. This 
is a profoundly deep experiential understanding. Without the barriers at 
this chakra removed our words remain God's messages to us. They are 
firstly our tools for our growth. We may think we know what impact they 
have on others but we have no true knowledge of the deeper things they 
provoke inside until these barriers are removed .
 
When the barriers at ajna chakra are removed,   we experience the 
crumbling of the body/mind separation. They become one and each physical 
manifestation is experienced also in the mind as 
a profound understanding of the connecting flow from mind to matter. 
This again isn't an intellectual understanding of their body/mind 
relationship, it is a merging of the two experientially
 
The removing of the barriers at sahasrara chakra result in unification 
of Kundalini Shakti and Shiva and the experience of  non duality and all 
is one, not just the intellectual recognition.
 
Kundalini moves from muladhara up through the chakras one by one.  She 
removes them in the order above. Kundalini can be very active in the 
body prior to the removal of any chakra barriers.
 
Some people can experience some of the above, particularly in the lower 
chakras, without having 
had Kundalini awaken.  This means that the work has been done in a 
previous incarnation and 
can mean a smooth passage through that chakra when the energy does 
awaken.
